Thousands of my URLs show this status. Is my site penalized?

No, it is not a penalty. It means Google knows the URL exists but hasn't crawled it yet, usually because it decided crawling wasn't a priority. Common causes are a large number of low-value pages, weak internal linking, slow server response, or a recent sitewide change.

Fix it by removing or noindexing thin pages, merging duplicates, improving internal links to important URLs, and keeping your sitemap clean (only indexable, 200-status pages). Then give Google a few weeks to recrawl.
